Professor Lawrence Rosenthal was quoted in an article in the Wall Street Journal<\/em> entitled, \u201cFederal Law Enforcement Helps to Tackle Expanding Gang Problem.\u201d\u00a0 The article discusses the increase of federal prosecutions of gang members in the greater Los Angeles area as an approach to combat the gang problem in the city.\u00a0 Professor Rosenthal argues that the increase in prosecutions even by the hundreds \u201cis just a tiny drop\u201d of the tens of thousands of existing gang members.\u00a0 Instead, Professor Rosenthal suggests that Los Angeles adopt a more effective approach such as the one used in New York City, where large numbers of police move into gang-infested areas.
